As for the “freely chosen” bit, my point is that it’s not as if black children in the inner city are all in wonderfully integrated schools and are then being forcibly put into a “segregated” charter environment against their will. Their public schools are already mostly or all black, and parents are simply choosing a different school when given the option. That choice has nothing in common with legally mandated “segregation” in the historical sense.
